Decoding the Supreme Court Judgment on fireworks

Supreme Court passed its judgment on the use and sale of fireworks.

Here are the directives:

For Diwali: Crackers can be burst between 8pm and  10pm.

For Christmas and New Year: Crackers can be burst between 11.45pm and 12.45 am.

There is no national ban on fireworks.

What is in?  :Green crackers and community bursting.

What is out?: High decibel crackers and series crackers.

Who is responsible for implementation?:The local  police station .
