Odisha introduces e-challan for transparency

BhubaneswarSince enforcement plays a crucial role in transport administration of the State and also in a bid to provide a safe and transparent transport administration to the general public, Odisha Transport Minister Nrusingha Charan Sahu today launched “e-Challan” for enhancing efficiency and transparency in the Transport Department.

Besides benefitting the general public, introduction of e-challan is also meant for keeping a tab on the offending vehicles and drivers.

As per the press note released on the occasion by the State Transport Department, this initiative is a way forward and outreach to the common citizens in consistent with the commitment of Chief Minister Naveen Patnaik enabling delivery of citizen centric services through Technology, Transparency and Team Work (3Ts model).

Highlights of the Project:

1: The general public can pay taxes, fees, fines through digital mode

2: The mobile e-challan device will generate the VCR on the spot

3: No more manual challans will be issued

4: The history of the offenders are recorded in the system

5: Higher fines to the repeated offenders as per Rule

6: Payment of fines on the spot through debit/creciit card

7: To capture the geo-tagged location of place of challan, photographs of the vehicle, driver and document using the camera of mobile device

8: SMS is sent to vehicle owner and driver in his registered mobile numbers which informs the owners and educate about the offence

It is to mention here that, Vehicle Check Reports were issued manually earlier, which will be issued henceforth electronically using a specially designed device called integrated e-challan device. The device is connected to the central database of National Register of VAHAN & SARATHI to fetch the registration records of vehicles and driving license records of drivers instantly.
