Minor IAS Reshuffle in Odisha: Key Bureaucratic Changes Announced

Bhubaneswar: The Odisha government on Wednesday announced a minor reshuffle in the Indian Administrative Service (IAS) cadre, transferring several senior officers and appointing nine newly-recruited officers as Sub-Collectors across the state. A formal notification in this regard was issued by the General Administration and Public Grievance Department.
As per the notification, Rajesh Prabhakar Patil, a 2005-batch IAS officer who was serving as Commissioner of Bhubaneswar Municipal Corporation (BMC), has been transferred and appointed as Commissioner-cum-Secretary to the Co-operation Department. He will also hold additional responsibilities as Special Secretary to the Housing and Urban Development Department and Chairman of the Odisha State Warehousing Corporation.
Samarth Verma, a 2011-batch officer who previously held the post of Director, Technical Education and Training, has been posted as Director, Minor Minerals. He will also serve as the Managing Director of the Odisha Film Development Corporation.
Meanwhile, Deepankar Mohapatra, a 2014-batch officer, has been appointed as the Chief Executive Officer of the Hockey Promotion Council of Odisha. He was earlier serving as Director of Sports.
In another key change, 2009-batch officer Bijay Ketan Upadhyaya has been retained as Secretary to the Odia Language, Literature, and Culture Department. He had earlier served as Director of the same department, with additional charge as Director of Odisha Paribar.
Alongside these changes, nine newly-recruited IAS officers have been posted as Sub-Collectors in different districts upon successful completion of their training. The new appointments include:
- Preksha Agrawal – Dharmagarh
- Pranita Dash – Baluguda
- Kasturi Panda – Karanjia
- Abhishek Dilip Dudhal – Gunupur
- Ashni AL – Nabarangpur
- C Saravanan – Kuchinda
- Tejaswini Behera – Sundargarh
- Shiv Malviya – Anandpur
- Avinash Kumar – Berhampur
These changes are part of the routine administrative exercise aimed at improving governance and service delivery in the state.
