IAS officer Binod Kumar gets three year RI

A Vigilance court here awarded three years rigorous imprisonment (RI) to IAS Binod Kumar, along with Rs 50,000 fine.

Special Judge Vigilance Court in Bhubaneswar Satya Narayan Sarangi convicted Binod Kumar, under sections 13 (2) read with 13 (1) (d) of the PC Act, 1988 and U/s 120-B/468  of the Indian Penal Code.

According to the sources, The accused persons of this case are Vinod Kumar, IAS, Swosti Ranjan Mohapatra, Company Secretary, ORHDC, Umesh Chandra Swain, Recovery Assistant, Rashmi Pattnaik, Managing Partner and Ratan Kumar Sahu, Partner of M/s. Home Lives Housing. The court also imposed a fine of Rs 50,000 each on the convicts.

As per charges, the former ORHDC officers had committed criminal misconduct by entering into criminal conspiracy and showed undue official favour to Rashmi Pattanaik and Ratan Kumar Sahoo in the matter of sanction and disbursement of loan amounting to Rs 50 lakh without conducting proper documentation, pre & post sanction inspection and without obtaining adequate security. The Investigating Officer made spot verification along with the representative of the builder and ORHDC with the help of Tahasil staffs and they found no construction over the said plot.

If the payment of fine will not on time then they will have to undergo further rigorous imprisonment for a period of 6 months.
